Rules
The Net-Leet Ra3 Nations CupQ3 v1.32
Rocket Arena 3 v1.76
General rules
NetL33t Nations Cups are online tournaments for European teams.
The size of the cup is determined after the registration period based on the number of teams that have subscribed and on what we believe is manageable.
Nations who violate the following rules may see a match result changed to a forfeit loss, or be removed from the cup altogether.
Abusive behaviour towards an admin or an opponent, both during a match or outside the matches, can result in the team being removed from the cup.
Teams
Every player of a national team has to be native from this country or have a double nationality. There are no restrictions or limit about the lineup : players can all come from the same team if needed. Teams who quit the cup are likely to be excluded from the next cup season. Since the goal of a Nation Cup is to represent each country, we strongly advise leaders to make a selection of best players in their country. Every National Team should have a personal irc channel so as to be easily contacted on irc by admins or opponents. ex: #ger.ra3 , #teamfr.ra3 , #team.at etc...
Match Admins
A match admin makes sure the match is played according to the rules, records demos, takes screenshots, and enters the match result and a match report with screenshots.
If you want to become an admin, email sanji or sansai.
Match admins are free to chase any player during a match.
If no admin is available for a match, the teams should do the following:
Follow the procedures explained in the cup rules
Keep logs of everything that is said on IRC
Make demos and screenshots
Send the match result, screenshots and a small report to head-admins right after the match.
Players
Players always have to be easily identifiable to both admins and spectators. Therefore, before and during all matches, players have to use the name with which they are registered in their team on www.net-leet.com.
Each player will have to take a demo. If a team suspects another of cheating, admins will take a look at demos to confirm or deny that the player actually cheats. Of course, each and every player will be presumed innocent until otherwise proven, doubts will result in the player beeing cleared and all charges will be dropped !
Demos are mandatory and the unability to give a proper demo to the admins if asked will be punished by a ban of one game.

The server has to be located in Europe. Average pings have to be as equal as possible. If needed, you can play a two-servers game if it's the only fair solution.

* timenudge : between -30 and 0
* snaps : between 30 and 40

Map System
The map list is :
* ra3map1
* ra3map2
* ra3map3
* ra3map7
* ra3map8
* ra3map9
* ra3map10
* ra3map11
* ra3map12
* ra3map13
* ra3map15
* ra3map16
* ra3map19
* ra3map20
Each team has to choose three home-maps among the list above and tell the admins before the start of the league so that a list of homemaps can be published for everyone to check.
Then before a match, each team choose their map amongst the 3 homemaps of their opponents.
In case of a draw after the first two maps, the team with more rounds chooses whether they start to eliminate maps or not, from a pool consisting of all allowed maps, minus the maps that are already played.
If the two teams are ex-eaquo, a gauntlet duel determines the team which chooses first.
In case of a two-server match, you'll play the map of the opponent on your server.
In case of 3rd map, the team which won more rounds (or won pummel duel) will decide whether they play the first ten rounds on their server or on the opponents' server, and after 10 rounds are played, teams will switch to the other server to play the remaining 11 rounds (if all of them are needed).
Match Rules
Teamleaders are asked to meet on irc 30 minutes before the game starts to find a fair server. Please give the ip and password of your server to sanji or sansai so they can assign an admin to you if possible.
Matches are played 5 on 5 or 4 on 4 if both teams agree. The match can be played 5 on 4 if a team refuses to play 4on4 (even if it's lame). A match is played over 2 or 3 maps
All teams play 1 match against the other teams in their group.
Substitutions are only allowed in case of obvious connection failure. Always ask authorization from an admin before any substitution is made.
If a player is disconnected during a round, the admin can decide to replay the round if the issue of the round is really changed by the disconnection (for instance, one player goes 999 a handful of seconds after the start of the round, while he had 190/100 left).
If a player is disconnected before the start of a round, that round will be automatically replayed. It is recommended some of his teammates leave their team to pause the round, so as to wait for him before the next round can be played.
Spectators
A GTV system will be set up so people can spectate. The general rule is no outside spectators during a match on the server, however if both teams agree, and only if they both agree, people can be allowed to spectate. Only one spectator is allowed per team unless both teams agree for more and the server has enough spots for everyone, admins and possibly GTV included.
Results
Winning match : 2 points
Losing match : 0 points
If a team leaves the league or does not play half of its matches, all their games will be changed into default losses.
The ranking is done on the number of points. If two teams have the same number of points, one will look at the map difference (maps won minus maps lost), then the round difference (rounds won minus rounds lost).
In the event of absolute equality, a neutral map will be picked to determine which team wins (either a map both teams have in common, or via map elimination a few days before the game, in a pool consisting of maps neither team picked as their homemap).
The first 3 teams of each group qualify for the cupstage if there are 6 teams in the group or the first 2 if there are 5.
Wildcard and Postpone
* Each team only has ONE wildcard. Wildcards can be used anytime before the first map of the match is played.
Be careful not to use your wildcard lightly, as you can only use it once, so take care when re-scheduling your game.
If a wildcard is used, team leaders will have to decide a new day for that match and tell admins as soon as possible. You are given a ten days window after the wildcard is used to play a postponed game.
* Matches are officially played on monday (as shown in fixtures) but you can choose to play another day in the week if you warn a headadmin before sunday 00H00 and give him the new day and hour. In that case your wildcard won't be used. Therefore if you warn the headadmin too late, the wildcard will be used.
Cheat
Alias (however you call it, fakenicking, ringing), hacks (including aimbots, autoshooters, wallhacks, etc) and all kinds of rocket jump scripts are forbidden. Anyone breaking this rule will be considered a cheater, not knowing those are forbidden will never be an excuse to use any of those.
If you have a rocket jump script and you use it elsewhere because it is tolerated, you are STRONGLY advised to unbind them before each game.
Forgetting to unbind your rocket jump scripts and using them as a habit will be no excuse for taking an unfair advantage over your opponents thanks to a script which is forbidden by the rules.
Cheating will result in a ban for the player and default losses for his team, in all matches he played.
Playoffs Rules
If a team used its wildcard during 1st phase, they get it back for the playoffs. Rules in quarter-finals and semi-finals are exactly the same as before. In finals (including 3rd place), 4on4 isn't allowed. Matches will be best of 5 maps which means a team has to win 3 maps to win the match. Before the match, each team will choose a map among the mappool of the opponent. The first two maps will be played in numerical order. After that, the team which won both maps or has more rounds chooses the 3rd map in their opponents' mappool (among the 2 remaining maps). In case of 4th map (2-1 or 1-2), the other team chooses its map among the 2 remaining maps of the opponent. In case of a draw after these 4 maps, the team with more rounds chooses whether they start to eliminate maps or not, from a pool consisting of all allowed maps, minus the maps that are already played.
If the two teams are ex-eaquo, a gauntlet duel determines the team which chooses first.
